concerning commitment to enter into subcontracts with minority and women-owned business enterprises would render a bid nonresponsive,
bidder's failure to specify a women-owned business with which the bidder would use "best efforts" to enter into subcontracts
rendered the bid materially nonresponsive. 2. Contract officer was without authority to determine responsiveness of the bid after the bids had been opened. Coller v.
City of St. Paul, 223 Minn. 376, 387, 26 N.W.2d 835, 841 (1947).
